How do I add users to Confluence?

I have various members already on Jira, and now I want to transfer them over to Confluence as well. I can't seem to figure it out though, as the documentation always refers to the old design with a cog symbol > user management. I cannot find this; it does say that I am an administrator so I should have this ability.

 

Checked both space settings and this other settings page. No user management section.

Hi @Adam Gee , 

In Atlassian Cloud instance, you need to click on Settings --> User Management, as shown in the below screenshot.

then, under SITE SETTINGS --> Product access and then you can add the Groups which need access to the Confluence application.
