How do I add user to a distribution list in confluence?

I want to add a user to a Confluence DL so that when I assign permissions to that DL on a specific page the user on it get access

The term distribution list implies an email list, I hope this is not what you are looking for.

Confluence has groups that are handy for assigning permissions, though they are not associated with mail.

To add a user to a group, go to User Management and choose the group, then add the user, or you can choose the user and add them to the group.
