How do I add a new resource to a Confluence project? It has changed since the new rollout. Where can I find it?

I'm not sure what you mean by a Confluence "project". The containers for information in Confluence are usually referred to as "Spaces".
And I'm not sure what you mean by "resources".
Can you tell us the steps you used previously? Perhaps that will help clarify your request.
Certainly. We have our project documentation in Confluence. The question is around adding someone to view or edit a page in the project documentation. This means that person needs to be added to the project as a "resource" so they can view and edit the pages.
It use to be in the settings on confluence. Click "settings, users, add user, etc..

Are these users that already have access to other information in the Confluence instance?
If not, then you must first add them to the get them access to the Confluence instance. That would be done through clicking on the gear icon near your avatar, and if you have sufficient permissions that will display Confluence Configuration options including User Management. The ability to grant a new person access to Confluence may be restricted. You may have to contact your Confluence Admin for help with that.
If the person already has access to Confluence, do they also have access to the Confluence Space (I think you are calling this "project") where your project documentation is stored?
If the person needs to be granted access to the Space, that may need to be done by somebody that has Space Administrator permissions for that Space. They can click on the ... button next to the Space name to get to the Space Settings option.
You will find the screens for granting a user access to the space under the Space Access heading, including their ability to generally view and edit pages.
If the user already has access to the Space, but is unable to view or edit a specific page then the page or one of its ancestors may have Page Restrictions set. Those can be set using the Share button displayed for the page in the upper right corner.
