I'd like to modify some of the default theme settings such as font style and size. From what I can see, this is done by modifying the theme. Documentation says download a desired theme from the Marketplace, but I only see two themes there, and neither get positive reviews. Why can't I copy the default theme and then make modifications?

You'd need to get the source code for it (available to you if you have a commercial server licence, from the licence page in your my.atlassian account) , make your changes and compile it back into an add-on you can then deploy to the server.

You have however tagged the question as "cloud", where you can't upload those types of add-on.
