How can we create hashtag and read that using API

Is it possible to create a hashtag and read that data using API. I can read it using labels but not tags.

Please help

Labels are the equivalent of hashtags in confluence, so all you need to do is use labels.

Is it possible to label a paragraph. I am trying to create a help section for my software and want to use the text which are stored on confluence as tooltips in my software.

Labels would work but then I have label the entire page which may not create relevant information for tooltips.

Please advice.
