In global permissions, allow "anonymous access" - people can then see Confluence without logging in.

When unlicensed users log in it says Permission Denied.

That's correct, if a user is not licenced, Confluence will deny them permission to do anything.

If you enable anonymous access, the users do not need to log in.

Yes, although the global anonymous permission only allows them into the general stuff - dashboard, search etc.

If you want them to see spaces, you will also need to enable anonymous access for each space they should see.
