How can I write CSS Stylesheet to make "Table of Contents" macro to display the panel header?

How can I write CSS Stylesheet to make "Table of Contents" macro to display the panel header?

I set up each section of the data in the panel. and

I would like to be able to jump directly to each paragraph. Can you suggest how to do this in CSS Stylesheet?

P.S. For the normal "Table of Contents", it displays the header is not in the macro.
