We are using Confluence v6.2.2 on postgreSQL database 9.3 installed on Windows OS. As Confluence v6.2.2 is going to be EOSL , planning to update confluence to 6.13 which requires postgreSQL database to be upgraded to 9.5.
We have used standard document for upgrade which asks to create user postgres on windows OS , which we haven't done while installing the database.
Can we use local admin user to do the upgrade ?

When dealing with upgrades (regardless of what application) it is always good practice to follow the steps described by the vendor itself.
Most likely you can use a local admin to perform this task. However, this seems to be a not recommended way of doing it.
Ideally, following the steps described within the upgrade guide is the best approach.
