How can I limit to a few users the view and interaction, to only one project?

I have 3 projects, but I need to limit the access to just one of those project, to a bunch of users, and some of them also need to be able to keep interacting with the rest of the projects.

You can control it by "Browse Project" permission. See https://confluence.atlassian.com/display/JIRA/Managing+Project+Permissions
