How can I give another person the permission of a page

I am the owner of a page and I gave View&Edit permissions to another person, but he is still not able to alter restrictions on a page. How can we change this?

I could "pass ownership" to him if there's any way to do this. He needs to be able to change restrictions (View/Edit) for this page, not me.

To add or remove page restrictions, you'll need to have permissions to edit the page and 'Restrict' or 'Admin' permission in the space.
