How can I configure links to page attachments to behave consistently?

Hello! :)

I am having inconsistent behavior in links which I added to a page. Each of these links connects to an attachment (pdf, xlsx, doc, docx, vsd, etc.) that has been uploaded to another Confluence page.

The links will sometimes preview the attachment (my preference) and sometimes download it. It does not appear to be consistent with doc type, e.g., some pdf's will download, while other pdf's preview. I added the links the same way each time, and re-did my work to ensure that it wasn't user error. Also, documents that previewed at one time may download another time. (No change in page or user permissions) 

I am wondering why the link experience is changing, and if there is a way to configure all links to Confluence attachments to preview (assuming the file type is appropriate).

Help! Haha. :)

BTW if this is the new editor, there are some bugs that might be impacting this including:

It does appear to be a bit hit and miss.

In the original editor, for attachments stored on other pages, the best way I've found is to use the insert link option in the text editor and search for the file name. Then view as thumbnail.

In the new editor, there doesn't appear to be an option to do this (yet) - even if you paste in the same link.
