How can I add a Confluence user manually?

I want to set up a licensed user who doesn't have an email address.  All help answers show a possibility of manually adding a user, but I cannot see any way to this.  I am a sys admin.

You should be able to add a user manually, but they have to have an email address. Otherwise, they are never accessible to the system (found out when the email address was left off a record).
