How are recipients of "request access" emails determined?

On https://confluence.atlassian.com/doc/page-restrictions-139414.html under the header "Request access" it is said that "Confluence will send an email to up to 5 people most likely to be able to grant you access."

Does anyone know how these email recipients are determined exactly?

I'd imagine that would be people with edit rights for this particular page and probably the space admin(s) and/or confluence-administrator(s).

Does that make sense?
