As a non-admin, you don't get a direct view of it. But you can simply look at the list of attachments on the page - is there a delete icon?

No, I don't see delete icons. So, I don't have the right. Ridiculous, since they are attachments I loaded...

There are good reasons not to allow deletion of files, you should check with your admins to see if they have any. The two flags for attachment really are just "can add" and "can delete"
