Hello, I am a guest on space, when I go to tag someone who is also a member of that space I receive no drop-down or auto-complete for their name so I do not think they are being properly tagged and thereby are not receiving the needed notifications.

This is expected, guests do not have access to the people directory and therefore cannot use @ mentions. You can learn more about the limitations in this KB.
