Granting permissions to create Spaces not working

I have given a user pretty much every permission we have setup to be able to setup Spaces, yet she doesn't have the option yet to create them. She has cleared cache, tried a different browser and still the option to create is not showing up. Any advice on what I am doing wrong? I am a super user aka admin and I am able to create. But we don't want our users to have Admin permissions like me.

She should only need the Create Space global permission to create spaces. Please let me know what happens when she tries to create a space. Is there an error or is the option not visible, etc?
