We have an 3rd party contractor doing some work. It would be great to give them access to specific pages to input data for us, rather than having to link out to another doc, etc.
Is it possible to give someone access like this?

you can give them access to a space, not to single page.
If you want to give them access to a specific page only, you can do it like that:
You can make it a little bit easier, if you put the two types of pages under separate parent pages and restrict only these pages (since viewing restrictions are inherited by the subpages)
But I won't do that. Everytime, you add a new page, you have to think about the restrictions. It is a permission administration hell.
Why not using another space for the pages, your contractor should use?

So, create a new space and give contractor access to all pages in that space?
I can then create some summary list of the pages in the contractor's space back at our internal space, right?
Also, does this require giving them a license from our company or can the use it without?

Yes, you need licenses for everyone who is able to login into your system.
You should also give access to all your other users in the new space, not just the contractor.
If you want to show the content of the contractor's spaces in your internal spaces, you can use the "include page"-macro for that purpose.
