Do you have the permission to delete pages in the space you are moving from and create pages in the space you are moving the page to? That is the most common reason not to be able to move pages.
But I have a vauge memory that the error-message should say something about permissions in that case and not the general error message you have posted above.
It could be related to indexing of your Confluence instance. If the problem persists send a request to Atlassian support https://support.atlassian.com/
