I created a file library. Why are my files loading as attachments and not showing in the document list?

Confluence does not have a direct "file library" function.  You attach files to pages, and then use macros to list them if you want a library effect.

Can you explain what you have that you think of a "file library"?

I mean file list. I used the macro to add a file list to my page; however, all uploaded documents do not appear as a list on the page. They appear as attachments--not visible on the page unless you click the 3-dots icon (for more options) and you see the count of how many documents were attached--but this information (or the list of attachments or documents) do not appear on the page itself.

The file list lets me "add files" but they don't appear in a file list. These uploaded files only show as attachments.

You say "file list", but there is no such macro in Confluence.  Do you really mean the attachments macro, or something provided by an app or user macro?
