Confluence Cloud currently bundles bulk space exports and individual page PDF exports under a single "Export Space" permission toggle. This all-or-nothing approach breaks enterprise security and workflow requirements.
From a security and operational perspective, we need:
Bulk export disabled: to comply with DLP controls and prevent mass data exfiltration.
Individual page export enabled: to support legitimate document sharing with clients who are not licensed on our instance.
Bundling these together forces teams into an impossible choice: either accept the risk of mass exfiltration or completely lose the ability to share single pages as PDFs with clients.
Community moderators have prevented the ability to post new answers.

The normal flow for feature requests is to open a ticket with Atlassian support, and they will open it in their JAC in your name if request is valid.

What we found
While Confluence permissions do allow for separating bulk and individual exports, we confirmed that the "Export to PDF" option was missing because of a site-wide Data Security Policy. This policy was overriding the space-level permissions and blocking export actions across the instance.

If you don't want people to be able to export the whole space (or multiple pages in a space) in one PDF, do not give them the Export Space permission.
