Is it possible to insert a hyperlink directing to external ftp server?

If that is not possible how can I limit access to an attachment? Basically what I want to achieve is to be able to trace who downloaded my attachment (in a public page).

You can put ftp: as the protocol for a url, but you are relying on the user's browser to understand it (most will now), and putting the content there instead of attaching it to Confluence.

You limit access to attachments by limiting access to the page they are attached to (and the space as a whole for add/delete rights).  Cloud does not currently have functionality to track who has viewed/downloaded an attachment
