Email notifications disable but I still receive notifications

I unchecked all the boxes in the email preferences and I still receive Confluence notifications by email.

Even with all of the notifications unchecked in your confluence settings you will receive emails on items you are watching.  Go to your settings and select watches.  Stop watching everything under there.  This should stop most of your emails.  You will receive emails for @Mentions still but it should be a lot less than what you are seeing now.
