Hi, We want to check on de-activating Draw.io app integrated with our Confluence. As not all our Confluence users use this app. Couple of questions as it is not possible to ask Draw.io directly as there is no way to contact them from their website.
1. Is it possible to select some users for Draw.io and pay only for them ?
2. If we deactivate the app, existing Draw.io diagrams are still accessible within our Confluence pages and can be edited ?

There Is pretty much the same Rule for All Apps.
Marketplace app licensing is site-wide by user tier, not only for the users who actively use the App. Better Approach will be "Isolated Instance".
If you deactivate/uninstall the app, existing draw.io macros generally do not stay usable in the normal way while the app is gone. The content is still stored on the page and should come back after reinstall, but pages can show macro rendering errors until the app is available again.
That would be a bit strange, if you stop paying for it, it wouldn’t suddenly still become editable. That’s not how it works.

thanks for your inquiry. As @Arkadiusz Wroblewski mentioned, it's an Atlassian policy that app subscriptions must always match the user tier of the base product (Confluence/Jira). We know that there is no app that everybody in your company uses, but I can asure you that every app vendor is aware of it and keeps this factor in mind when setting prices. In our case, you will see that our pricing is, in many scenarios, more attractive than that of an external diagramming tool that uses a per-seat approach. Plus, a tool that enables everybody to visualize their thoughts can boost retention and the quality of your content, while an exclusive diagramming tool hinders everybody that doesn't own a subscription to share ideas and concepts visually.
Regarding your specific question, you don't lose the diagrams stored in Confluence. You won't be able to edit existing or add new diagrams, but you will still be able to view the diagram in Confluence page view. You can also download the XML file to share it with externals.

Hi @Naveen Sidda from the Atlassian Marketplace I see draw.io has a support email support@draw.io you could try. I found this article on existing diagrams if you're no longer licensed to draw.io unlicensed-drawio-app-confluence-jira-cloud
I'm guessing you can't license specific users to the plugin, but that's just a guess.
