I am assuming that as an admin if I go to to the space directory and view personal spaces I am seeing a list of all spaces even if they are private but I can not find anything that actually states that.
Is this a correct assumption?

Hi Jenifer,
You are correct, as a user with administrator right in the Confluence, you will be able to vie all the spaces in the Confluence even if they are private or restricted.
