I'm thinking about making my space public. Will there be an extra charge to the external users I give permissions ? Will this effect the maximum license count number? Do we pay for license for users and access?
Please provide supporting documentation as well.

No. Anonymous users do not count towards your licence (because Confluence doesn't know who they are!)
I would be very careful though - only allow them *read* access. A Confluence with anonymous write access available to the whole internet tends to last less than a week...
To make it public, enable anonymous access in general, via Admin -> Global permissions, then your space administrators can enable it in <their space> -> Space Admin -> Permissions
Does that mean that the administrator will give global permission then each space administrator must set permissions to their space ? we have a lot of spaces.
What are other external user permissions and access options?

Yes, that's correct, you need to do it on a space-by-space basis.
There are no other external user permissions - a person either has an account with access or they do not. If they do not, then their only access option is "anonymous"
