If we enable a retention rules for page versions by age, like 5 years for example, and if the current/active page hasn't been edited for 5 years, will it get deleted?
Or does it only apply to past revisions of a page?
Your use case is exactly what the Better Content Archiving app was designed for!
The app identifies pages that haven’t been updated for N days. You can define custom conditions based on last edit, last view, labels, or any other attributes available in CQL queries. Matching pages, live docs, and blog posts can automatically be marked as "Expired".
Expired content is easy to track. You can view it on dashboards per space, per owner, or across the entire Confluence site. It’s also available through a dedicated macro and searchable via CQL, so it can be used by other tools and automations.
The app can send custom notifications with a list of expired pages to page owners, last editors, or selected users and groups.
If expired pages are not updated, they can be archived automatically. You can also configure the app to purge (permanently remove) pages that were archived for a defined number of days and never restored.

Upon further searching I did find this
"It's important to note that for page and attachment versions, the latest version is never deleted, only the history. Retention rules never prevent people from creating new versions."
Unfortunately we are looking for a capability to identify "stale" pages for potential for cleanup with filters for latest views and last edit.
