Do users need page edit rights to receive notifications in confluence?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

It seems that when people are mentioned or added as watchers to a page they don't get email notifications, unless they have edit rights to the page. If somebody is mentioned on a page, which they can only view, no email is sent.

Is that the intended behaviour? If so why? I haven't found any settings which would allow me to adjust either.

The "no edit rights - no email" is consistent but there are other cases where at mentions don't reliably result in emails being sent out. We've ruled out the email server as source of the problem so we'll have to look at the logs. We'll be in touch...

Are you able to reproduce this consistently? You should post your install version.

That is not correct behavior. Anyone who watches a page should get notifications whether they can edit or only view ... same with mentions.
