Developer tools do not see in Confluence Evaluation License

I would like to build my new blueprint plugin in Confluence.But I do not see developer tools of fastDev button in my localhost.I used atlassian-confluence-5.4.4-x32 free trial version with Evaluation license and sdk-installer-4.2.20.Can see only developer license?

Hello Monmon, the environment should work with virtually any license, could you describe in detail the steps taken to setup the SDK and application for development?
