Decion log stakeholder set configuration

We are planning to user Decision logs but could not sear for users that I would like to have as stake-holders. we are using cloud hosted and would like to know detailed steps or documentation on  how to configure stakeholders so that I can search and assign  stakeholders when creating decisions.

Are you able to search for other Confluence users using this method, or just not the specific users? Can you confirm that they are currently a licensed Confluence user?
