I'd like to know about the user of Personal Spaces and affects on data and database capacity. We have over 400 users and looking to allow some users to create personal spaces.

A personal space is a space like everyone else, except that it is linked to a profile and has a different URL.
It depends on what your users will store in their spaces and home many pages they will create and how many macros they will use to say how it will affect this things.

We see that typically, our clients have between 10-20% of Confluence users that create a Personal Space. I'd say those are pretty good numbers to use for estimation, if you don't plan on publicly promoting the feature.
