Create issue from text selection

I cant seem to create an issue from a text selection on confluence. The option is enabled in my settings. Can anyone help? Screen Shot 2018-08-06 at 21.13.10.png

We are on the cloud version and it works intermittently.

I have also read up as many discussions as I could find hence asking the question.

If it is on cloud and intermittent, I will suggest you to raise a ticket to Atlassian.
