I need to create a group mentions macro. I' ve been searching at the administrator's guide, and I've found that I have to go to User macros in the Confluence Administration Console, but i don't have that option, why?

User macros are only available to Server users, I'd guess you are on Cloud?
Yes I am on Cloud, so is there any way to migrate from Cloud to Server user?

There is an App that can do it for server, and it has the rather useful default of "don't allow people to mention the login groups"

What is the app if don't mind my asking. I'm not seeing it. I do see an app that does enable group mentioning, but it doesn't look to me like the one I'm seeing allows you to blacklist certain groups.
