Create Users In Confluence Directories

I want to create user in confluence. But i don't want to create in Internal directory. can i select the directory while creating the user ? If yes, please let us know the procedure.

we are ok to create using API or UserManagement in confluence.

By default, Confluence will create users in the directory at index 0.

So, if you want to create a user in a specific directory, you can move that directory up the order and make it the topmost directory, and then add the user.
