Could not find In-app Notifications enable button

My local server could not display In-app Notifications enable option.

I have search through all over options .  Such also source code in mywork-common-plugin-8.0.2,

But still not find which config not correct, and why this variable always been false

Finally I discovered that `Workbox - Host Plugin` not enabled...
