Could have a generic , password/ username, providing access to others who are light users

We are looking to develop a detailed handbook and share with a wide range of users who are just accessing the information like a knowledge  library, they won’t need admin  rights or upload changes, perhaps ability to print off if need be.

Hello Nigel and welcome to the Community!

It sounds like you’re wanting to grant access to Confluence to users without them needing to log in or consume a license. With this said, you’ll want to take a look at anonymous/public access for Confluence which will allow anyone to access your instance without needing to log in. Additional information can be found at Setting Up Public Access.

If you’re wanting to have users login then you will need to have an account per user. Shared accounts/credentials are not allowed per the Cloud terms of service;

2.5. Credentials. You must require that all End Users keep their user IDs and passwords for the Cloud Products strictly confidential and do not share such information with any unauthorized person. User IDs are granted to individual, named persons and may not be shared. You are responsible for any and all actions taken using End User Accounts and passwords, and you agree to immediately notify us of any unauthorized use of which you become aware.
