Hello Atlassian Team,
I am the Site and Organization Admin of a Free Confluence Cloud site:
https://wakeel-malik.atlassian.net
The site was inactive for more than 120 days and now redirects to:
“Your Atlassian Cloud site is currently unavailable”.
I can log in to Atlassian successfully, but my original Confluence spaces are no longer visible.
The site URL still exists and redirects, which suggests the tenant is suspended rather than deleted.
I am requesting confirmation of the site’s status and assistance with reactivating the suspended Confluence site and restoring access to the existing data, if still within the retention window.

Are you saying you are unable to try the reactivation steps and unable to complete the form for Licensing support because you do not have access to the Billing options?
If so, you would need to contact the members of your Organization that do have access to the Billing options.

You will need to work directly with Atlassian to get assistance with reactivating your subscription. To do that you will need to complete the form on the Billing/Licensing/Purchasing support page:

Note that after deactivation Atlassian holds the data for a limited period of time. That time period may be as short as 15 days or as long as 60 days. If it has been more than 60 days since your subscription was deactivated then it is unlikely that the data can be recovered.
Only Atlassian will be able to give you an authoritative answer at this point.
