Confluence template with Table of Contents - getting "not permitted" error on link

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
In a Confluence template that contain a table of contents to the various sections within the page, I am getting a "not permitted" error when click on any table of contents link.
I have edit access to the page and do not have any issue updating the content.
