Not that I can see, a couple of the Cloud sites I've just tried are fine.
Please check https://status.atlassian.com before raising issues. If there is an issue, it is very likely that Atlassian already know and Statuspage will tell you.
Also, please include error messages or symptoms when posting here. "Not accessible" or "it does not work" does not give us any information on what the problem might be.
