So I have a situation where a user created a page, enabled restrictions on the page to "Editing restricted", added 3 users as "can edit", but said users do not have the edit option when observing the page. Is there some special little switch that needs to be set when using page restrictions?
Confirm "pages - add" is checked in the space permissions. Those users need editing ability in the space before you can edit any page.
Pages - add also means pages - editing.

Yes. After opening up the space to this user(s), you would need to add the necessary parent / children page restrictions so they don't see or edit sensitive information.
Another option is to move the desired page(s) into a space with less restrictions.
