Confluence only for some Jira Cloud users?

Is it possible to buy Confluence license only for some of the Jira Cloud users or is the license required for all Jira Cloud users even though large part of the users won't need it?

Configuring the access is now clear and looks good. One more question though.

Lets say that our organization has 25 Jira Cloud users. We only need Confluence for 5 of those users.

If we configure access to only for those 5 are we still billed for all the 25 even though 20 out of 25 doesn't use or have have access to Confluence or do we only pay for the 5 users like 5 * $5?
