Confluence message warning banner removal

I can't seem to find how to remove this banner.  It is yellow warning banner on both conlfuences (prod and test).  Inspecting the page shows following code auit-message warning and below picture is the warning.  Can someone help me how to get rid of it  please?

Most of us use Admin -> Look and feel -> custom html to add banners globally.

I looked at there but there is nothing there to remove or change. I have looked at all of the obvious places and can't find where this warning is coming from.

Anyone reading this thread in future, this was resolved by reinstall and then controlling what scanning tools can change by not providing them certain admin privileges during scanning/testing.
