We started with Jira for our dev team and they invited external parties to work with them.
I have enabled Confluence since they want to use it for code repo.
I see that all the Jira users are automatically added in the Confluence User list.
Does that mean that all users will consume a license? that would be too much licenses since only the dev team would need Confluence. Any way I can restrict license consumption?

This is an excellent question around product add-on and user management. The simple answer to restricting access to a subset of users is, Yes you can easily limit/license access to the only needed user. The longer answer is that your restrictions are entirely dependent on how you manage your groups within Jira and Confluence to and to not grant access to a product.
