One more thing - you can monitor the official Statuspage to see if there are any active incidents when it comes to Atlassian apps: Atlassian Status
But yeah, if you could share what error you're getting, that would be helpful.
Additionally, if you're Org admin, you could navigate to admin.atlassian.com > Billing (or Atlassian apps) to check the status of your app/subscription. More on subscriptions can be found here.

What do you see instead?
Did created the Confluence site on the same day? In my experience it can take some time until it is fully functional. I had Jira instances where I needed an hour before I could log in.
If the site already existed: is your license still valid?
Did you rule out any network issues?
If you think it's an issue on Atlassian's side you can contact support.
