The standard Confluence page URL is <domain>/display/spacekey/<page-name>.
The same page also responds to <domain>/display/public/spacekey/<page-name>.
Can anyone explain what the /public/ identifier is for?

Thank you for contacting us about this. I am not able to replicate this behavior in my own instance, but I found a few examples of users with the Comala Workflows add-on where it was injecting "public" into the URL.
Could you confirm if you happen to have Comala Workflows installed? If you were to disable it, does the behavior still occur?

Yes we have it installed, and disabling prevents the public link from responding.
Digging a bit more, I can see now that the public link refers to the published view on the page, while a draft version of the page exists at the regular link.
