Confluence cloud users counting

If I get a Confluence cloud package, do users without access to Confluence count for the pricing?

For instance, if I provide accounts to my customers, which would be temporary, should I pay for users who won't need to use the system anymore? Or can I just restrict their access permission to Confluence (so I can re-enable it in some moment if needed).

It's per active user. If you've got 10 licences and 30 users, only 10 of those users can be enabled at any time. But you can leave the inactive accounts in the system. (Also, if you allow anonymous access, users don't need to log in to read stuff)
