Confluence anchor links don't work consistently

Using chrome, I have 3 shortcut links at the top that jump to another seciton of the same page. Only one of the links will work (take me to the section). All the links will change the url.

The sections they jump to are near a "Deck of Cards" widget where I have tabbed content. Thoughts on how to get it to work?

@Bea Tea Are you manually inserting the links at the top of the page (linking to an anchor on the page), rather than using a Table of Contents macro? 

I'm not sure if your issue is to do with the anchors or the Deck of Cards widget (as I don't use any plug-ins). 

Are your links to sections that are on the different tabs? Does the one that works go to the default tab?

@Barbara Szczesniak yes, linking text to an anchor point. I tried both Deck of Cards and the Tabs feature and it seems the anchor links won't go to that section. Only one of 4 anchor links will go to the tabbed section of the page properly

@Bea Tea Have you reviewed the documentation of the plug-in you are using? They might describe how you need to set this up to get it to work. If not, maybe someone who uses whatever plug-in you are using can help you out here.
