[Confluence] When creating a page with < or >, the page gives a HTTP 400 error

I can't delete or rename the page since I can't visit it now. Any advice?

When you visit the new page, even though it breaks, the url you land on should have an "id=xyzxyz" clause in it. 

Grab the number after the =, then go to any page that does work and edit it.  The url for the edit on the working page will also contain id =, but a different number.  Paste the number for the broken page over it and hit return, it should take you to edit mode on the broken page, and render the name as an editable string.
