Confluence Stops after the successful db test

configured the db and confluence  i updated the db section and click on test connection it was successful then stopped  after I clicked next then i got message site can not be reached 

This site can’t be reached

Any one can point where to look for the logs to troubehshoot this issue I m using digital oceans droplet

Please do examine the logs located at:
<confluence_install>/logs/ (anything recent in this directory) and  <confluence_home>/logs/atlassian-confluence.log
(Note) The <confluence_home> directory is the path defined in the following file: <confluence_install>/confluence/WEB-INF/classes/confluence-init.properties

Please make sure you have enough resources for everything installed on the Droplet. Confluence needs:

CPU: Quad core 2GHz+ CPU
RAM: 6GB
Minimum database space: 10GB

according to Server Hardware Requirements Guide
