Confluence Server version dashboard #popular page suddenly returns 404, "can't find that page"?

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
This just happens yesterday, when I logged in confluence, #popular page can't find content. Checked the access log, the page returns 404. I've tried restarting the service but it didn't work.
Also searched for solutions and found this page, I've followed the steps but didn't work.
Does anyone know why did this happen and how could I make the #popular work again? Thanks!
And yes I did hide the people directory like 1-2 months ago, not sure if that may have anything to do with that.
What I've tried to resolve this
1. reset the main layout (DECORATOR), didn't work
2. tried upgrading Confluence to latest version, not fixed
