The menu bar for Adobe PDF is missing from viewing PDF files through confluence.
Using Confluence Cloud, Adobe Acrobat 9 Standard, Chrome on Windows.

We are using the built-in Confluence add on. The PDF is able to preview inside of a page. The issue arises when the attached PDF (linked to the page the document is being previewed) a link is clicked on and opens in the browser, the bar at the top of the page, which normally provides options to download and other features, is missing.

Can you let me know what add-on or macro you're using to view your PDF files in Confluence? By default, Confluence previews PDF files within its own file viewer and does not default to Adobe Reader.
An example of what that preview should look like is available below:
If your preview does not look like the preview in the above documentation, please feel free to send me a screenshot of what you are seeing.
The PDF will automatically preview in Confluence if you don't download the file. If you don't want the PDF to preview within Confluence, you can have the Confluence Previews add-on disabled, but then this will stop previews for all files, for all users.
